manage our assets and employ basic good business principles in our quest to operate the most
productive, efficient, and cost-effective government we can. Bill recognizes the budgetary constraints

The continued development of our downtown area and historic neighborhoods will remain high on
the list of Bill's priorities. While some revitalization efforts are ongoing, we must continue to
